CIMC attends Launch of National Internally Displaced Persons (IDPs) Policy 2025 -2035
On 27th February 2026, at the Hilton in Port Moresby, the Government of Papua New Guinea proudly launched the National Internally Displaced Persons (IDPs) Policy 2025–2035. The IDPs Policy addresses development challenges faced by displaced communities across the nation. IDPs refers to a person or people forcibly displaced (under Organic law Sect 29 on OLPGLLG) to move and return into a society or refers to transport of a family or colony to a new settlement. Internally Displaced Persons moved forcefully can be caused either by man-made or natural disasters making the person’s original habitat no longer safe to live in. Man-made disasters making a person displaced can be by domestic violence, eviction executions such as those that have been happening recently in Port Moresby, whilst natural disasters are like rising sea levels, prolong droughts, sudden floods, earthquakes, tribal fights/wars, and witchcraft/sorcery related violence within settlements. All disasters occurring under those two major categories pose a threat to development.
The Department of Provincial and Local Government Affairs (DPLG), with the Department of Prime Minister, National Disaster Centre and International Organisation for Migration (IOM) have initiated the NIDP Policy to respond to gaps identified under the existing National Disaster Management Act 1984 and the Resettlement and Restoration Act. The Policy explains clearly the legal responsibilities of stakeholders from all levels of government and others such as private sector, NGOs, and donor partners in order to facilitate access to support services for survivors (IDPs). This support services also include a survivor management pathway. The Consultative Implementation & Monitoring Council (CIMC) will host a seminar on this agenda to create more awareness on the policy and also to stimulate constructive discussions on issues affecting citizens as a result of the recent evictions in Port Moresby in the coming months.
