Abel calls for Minimal Government Interference in Business sector at CIMC forum
Giving his presentation on the Reset@50 document at Consultative Implementation Monitoring Council (CIMC) Momase Regional Development Forum, in Madang on the 24 April 2026, Mr Charles Abel emphasized the need for reduced government interference in the business sector.
Mr. Charles Abel, Director, The Delivery Unit, Department of Prime Minister and NEC, stated that businesses require independence from state meddling to operate successfully.
“Let properly qualified people run those businesses,” Mr. Abel said.
To illustrate his point, Mr. Abel compared the performance of independent institutions with state-owned enterprises. He noted that Bank South Pacific (BSP), along with other independent bodies, is performing exceptionally well and generating billions of Kina in profit due to a lack of political interference.
“Compare BSP Bank and PNG Power; it is black and white. I know it is not always that simple, but look at the governance behind them. BSP does not have interference,” he said.
He also highlighted the success of the superannuation industry, noting that its profitability surged after political interference was removed by the late Sir Mekere Morauta.
“They are making billions in profit and extending banking services. Those pensioners are getting a good return on their money," he added. "In contrast, look at PNG Power. How many blackouts did we have in our capital city? There is a fundamental problem with the governance framework.”
Mr. Abel explained that the "Reset" requires politicians to recognize these systemic issues and find the political will to change them, rather than succumbing to the same historical pressures.
He revealed that while the Prime Minister has taken some initial steps, the ultimate responsibility for these reform decisions lies with the Government of the day.
Addressing the public, Mr. Abel stated that while citizens are the ones who suffer most from poor governance, they must understand these issues to effectively demand change. However, he also stressed that citizens must be partners in progress rather than just critics.
“Be responsible by looking after your health, being a good father or mother, and putting your own house in order,” he urged. He concluded by calling on the faithful to lead by example, “If you are a Christian, do the right thing and be a responsible parent.”
The Momase Regional Development Forum was held last week from April, 23 to 24 2026, in Madang. Next week from May, 6 to 7, the Highlands Regional Development Forum will be held in Mt Hagen.
